第一章 总则

Chapter I General Provisions

第一条 为维护正常的教学秩序和良好的学习、生活环境，建设文明校园，教育广大留学生严于律己，遵纪守法，培养学生成为有道德、有文化、守纪律的合格人才，根据国家《高等教育法》、 《高等学校学生行为准则》、 《普通高等学校学生管理规定》的精神，并依照《太阳集团2007来华留学生管理办法》, 结合我校实际，制定本办法。

Article 1 In order to maintain the normal teaching order and a good learning and living environment,build a civilized campus,educate the majority of foreign students to be strict with themselves,abide by discipline and law,and train students to become qualified talents with morality,culture and discipline,the Measures are formulated in accordance with the spirit of the National Higher Education Law,the Code of Conduct for Students of Colleges and Universities,and the Regulations on the Administration of Students of Colleges and Universities,and in accordance with the Jiangxi Science & Technology Normal University Regulations for International Students and in combination with the actual situation of our university.

第二条 本办法适用于太阳集团2007所有来华留学生。凡我校录取的留学生，在报到注册三个月内有违纪行为，依照本办法处理；性质恶劣、情节严重者，取消其入学资格。

Article 2 The Measures are applicable to all the foreign students in Jiangxi Science & Technology Normal University. All the  foreign students admitted by the university shall be subject to the Measures in case of discipline violation. If the violation is very serious and of a very bad nature,the admission will be canceled.

第三条 对有违反法律、校规校纪行为的留学生，学校给予批评教育或者纪律处分。情节轻微，不需给予处分者，予以通报批评。通报批评分为校级通报批评和学院级通报批评。违反治安管理处罚法或者构成犯罪的，移交司法机关处理。

Article 3 The university will criticize,educate or punish the foreign students violating laws and university rules.For the students whose violation is not serious,punishment will not be issued but a public criticism will be issued for such students.The public criticism includes the criticism in university level and criticism in college level.Those who violate the law on administrative penalties for public security or constitute a crime shall be handed over to the judicial organs for handling.

第四条 留学生纪律处分坚持教育与处分相结合原则；坚持公平、公开、公正原则；给予的纪律处分应当与违法、违规、违纪行为的性质和过错的严重程度相适 应；做到程序正当、证据充分、依据明确、定性准确，处分及时、适当；保障学生的申诉权。

Article 4 The discipline violation punishment for foreign students shall stick to the principle of combining education with penalties; to the principle of justice, openness and fairness; the discipline violation punishment shall be correspondent to the characters and seriousness of the behaviors violating laws, regulations and disciplines; the punishment will be issued with regular procedure, sufficient evidences, clear basis, correct determination and prompt and proper punishment; students will have the right of petition.

第五条 留学生在校外参加教育实习、考察、社会实践等社会活动中有违纪行为，参照本办法给予纪律处分。

Article 5 If a foreign student commits any act of violating discipline in social activities such as educational practice, investigation, social practice and other social activities outside university, the student shall be given disciplinary punishments with reference to the provision.

第六条 在校期间曾经两次违纪受纪律处分者，第三次违纪应当处分时，视为屡次违纪，给予开除学籍处分。

Article 6 The students who have been punished for twice while studying for violation of discipline shall get an expulsion for the third incidence of violation of discipline and shall be considered as a frequently discipline-violating student.

第二章纪律处分种类与适用

Chapter II Classification of Punishment for Discipline Violation and Application

第七条 纪律处分的种类分为：

Article 7 Classification of punishment for discipline violation:

（一）警告；

Warning;

（二）严重警告；

Serious warning;

（三）记过；

Demerit recording;

（四）留校察看；

Academic probation;

（五）开除学籍。

Expulsion.

（六）两次警告等于严重警告，三次警告等于记过，四次警告等于留校察看，五次警告直接开除学籍，两次严重警告等于留校察看。

Two warnings equals a serious warning, three warnings equals a demerit recording, four warnings equals academic probation, five warnings lead to expulsion, and two serious warnings equal academic probation.

（七）任何学生因开除离校，不退还任何费用。如该生行为对学校造成重大损失的，学校保留对该学生追究额外损失的权利。

No refunds will be made to any student who leaves the school due to expulsion. The school reserves the right to pursue additional damages against the student if the student's behavior causes significant damage to the university.

第八条 因违法、违规、违纪行为造成损失的，除应依照本办法接受相应处分外，还应依法赔偿损失。

Article 8 The losses caused by behaviors that violate the laws, regulations and disciplinary norms,will be compensated according to the laws,besides the corresponding punishments that will be issued according to the Measures.

第九条 违纪学生有下列情形之一者，可视情节减轻或免予处分：

Article 9 If the student who violated disciplines has one of the following behaviors, the punishment can be relieved or exempted based on the practical condition:

（一）在调查部门查证前主动承认错误，如实交代违法违纪事实，认错态度诚恳，及时改正并消除不良影响的；

Admitting the mistakes,confessing the violation facts honestly with a sincere attitude and correcting and eliminating the bad influence before investigation department carrying out the investigation;

（二）集体违纪事件发生后，及时报告、交代事实真相，协助学校查清事实，主动检举揭发其他违法违纪人员或有其他立功表现的；

After the occurrence of a collective violation of discipline, report and explain the truth in a timely manner, assist the university to find out the facts, and take the initiative to report and expose other illegal and disciplinary personnel or perform other meritorious deeds;

（三）确系受他人胁迫、诱骗实施违法违纪行为的；

Being threatened or provoked to violate the discipline;

（四）其它可减轻或免予处分的情形。

Other cases applicable for relief or exemption of punishment.

第十条 违纪学生有下列情形之一者，应从重处分：

Article 10 If the student who violates discipline has one of the following behaviors, they shall be subjected to punishment seriously:

（一）违法违纪行为后果严重、影响恶劣或者破坏学校声誉的；

The consequence of violating the law or disciplines is serious and harmful and impairs the reputation of the university;

（二）态度恶劣，拒不交代违纪事实或隐瞒重要情节、伪造证据、互相串供、 诬陷他人的；

Bad attitude, refusing to explain the facts of discipline violation or concealing important circumstances, forging evidence,colluding with each other,and framing others;

（三）一人有两种以上违纪行为的；或同时触犯本办法两项以上规定的；

One student commits more than two discipline violating behaviors or violates more than two items of the Measures;

（四）屡犯不改的；

Refuse to correct the mistake and repeat the same behavior;

（五）恐吓、威胁、打击报复或以其他方式干扰调查、处理工作的；

Intimidating,threatening,retaliating or otherwise interfering with the investigation and handling;

（六）集体违纪事件的组织、策划、为首者；

Organizing,planing and leading collective disciplinary violations;

（七）纠集、伙同校外人员实施违法违纪行为的；

Gathering the people outside the campus to commit discipline violating behaviors;

（八）胁迫、诱骗、教唆他人实施违法违纪的；

Coercing,enticing or abetting others to violate laws and disciplines;

（九）其他应予以从重处分的情形。

Other circumstances that shall be subject to severe punishment.

第十一条 一学期内受到两次校级或学院级通报批评或者在校期间受到三次通报批评者，给予警告处分。

Article 11 Those who are criticized by the university or college level circulars twice within a semester or who are criticized by the university level circulars three times during the university period shall be given a warning.

第十二条 留校察看期限为一年，毕业班学生察看期至毕业离校为止。受留校察看处分的学生，其表现由2007so太阳集团和学生所在学院共同负责考察。在察看期间确有悔改表现且无违纪行为者，在察看期满后可由本人提交书面申请按期解除察看；经教育不改或在察看期间又违纪应当受处分者，给予开除学籍处分。

Article 12 The period of academic probation in the university is one year and the period of probation for a student of the final year lasts till university leaving. The students with punishment of probation will be supervised by International Education College and their college.During the period of supervision,if the students actually regret and don't have any actions of indiscipline,the punishment can be exempted as to the regulated date with a written application submitted by such students;the students who don't correct the mistakes or violate discipline again shall be punished again during supervision period,punishment of expulsion will be issued.

第十三条 受处分的学生，在后续学习期间认真改正错误，表现优秀，可以解除原处分。

Article 13 If the punished students can correct the mistakes sincerely and have an excellent behavior in the following period,the punishment can be exempted.

第十四条 受到开除学籍处分的学生，学校发给学习证明，并书面通知学生家长、使领馆及相关部门，学生应当在自处分决定送达起七天内离校。

Article 14 The university will issue a certificate of study,mentioning the academic years to the  students who get expulsion as their punishment and will give a written notification to the parents and relevant department in the embassy.Such students shall leave the campus within seven days after the determination of punishment.

第十五条 学院和相关职能部门应当及时将处分材料归入学生本人档案以及学校文书档案。对解除处分的学生，其原处分决定和解除处分的决定一并归入学生本人档案和学校文书档案。

Article 15 College and relevant authorities shall file the punishment documents into the personal file of the student and university file promptly.For the students whose punishment has been exempted,the original punishment determination and determination of exemption shall be filed into the personal file of the student and university file.

第三章违纪行为与处分

Chapter Ⅲ Violation of Discipline and Punishment

第十六条 从事非法的社会、政治、宗教、文化活动，有下列情形之一的，视其情节给予以下处分：

Article 16 Those who engage in illegal social,political,religious or cultural activities under any of the following circumstances shall be given the following punishment according to the circumstances:

（一）违反各项法律法规、破坏安定团结、扰乱社会秩序的，给予开除学籍处分 ；

The students violating laws and statute, impairing social security and unity and disturbing social orders will be punished with expulsion;

（二）组织、策划未经批准的游行、示威、集会活动，视情节轻重给予留校察看以上处分，参与者，给予严重警告以上处分；

The students organizing and planning an unapproved parade, demonstration and gathering, according to the seriousness, be penalized with punishment of academic probation or above in the university and the participants will be penalized with punishment of serious warning or above;

（三）组织、参与非法宗教、迷信活动，视情节轻重，给予严重警告以上处分；

The students organizing and participating illegal religious activities and superstition activities will be penalized with punishment of serious warning or above;

（四）制作、张贴、投递、散发非法刊物、大小字报和宣传品，制造、散布、传播政治谣言，给予记过以上处分；

The students making,posting,delivering and spreading illegal periodicals,posters and  prints and creating and spreading political scandals will be penalized with the punishment of demerit recording or above;

（五）组织、成立、参加非法组织的，给予记过以上处分；

The students organizing,setting up and taking part in illegal organization(s)will be penalized with the punishment of demerit recording or above;

（六）违反学生团体管理规定，未经批准擅自成立各种学生团体者，给予警告以上处分；

The students setting up various student groups without approval and breaching management regulations of student unions will be penalized with punishment of warning or above;

（七）参与聚众闹事者给予通报批评、警告或记过处分；煽动、组织、策划者，给予留校察看直至开除处分。

The students gathering rioters will be penalized with public criticism, warning or demerit recording; the students instigating, organizing and planning the activity will be given punishment ranging from academic probation in the university to expulsion.

（八）进入不健康娱乐场所，参与不健康的活动，给予警告以上处分。

Students who enter unhealthy entertainment places and take part in unhealthy activities shall be given a warning or above.

第十七条 违反学习纪律者，视其情节给予以下处分：

Article 17 For the students violating study discipline,the following punishment shall be issued according to the seriousness:

（一）不按时参加教育教学计划规定的活动，且未按规定事先请假并获得批准的，以旷课论处。

The students not attending the activities regulated by the education program and not being granted with leave approval as regulated will be penalized as absence.

(1)、旷课10至19学时，给予警告处分；

The students absent for 10-19 credit hours will be given the punishment of warning;

(2)、旷课20至29学时，给予严重警告处分；

The students absent for 20-29 credit hours will be given the punishment of serious warning;

(3)、旷课30至39学时，给予记过处分；

The students absent for 30-39 credit hours will be given the punishment of demerit recording;

(4)、旷课40至49学时，给予留校察看处分。

The students absent for 40-49 credit hours will be given the punishment of academic probation

（二）旷课时间，一般课程按课表规定的上课时间计算；实践环节按每天4学时计算；上课迟到或早退两次按旷课1学时计算。

Absence duration is generally counted according to the class time regulated in the class schedule; the practice section is considered as 4 credit hours every day; being late or leaving early for twice will be considered as a absence of 1 credit hour.

（三）擅自离校，视情节给予严重警告以上处分。

The students leaving the university without approval will be given punishment of serious warning or above according to the seriousness.

（四）违反课堂纪律、干扰教师正常上课者给予警告以上处分。

The students violating class disciplines and disturbing teachers' teaching will be given punishment of warning or above.

第十八条 在科学研究和实习过程中，违反纪律或职业道德的，视情节轻重，给予警告以上处分。

Article 18 During scientific research and internship, the students violating discipline or professional ethics shall be given punishment of warning or above according to the seriousness.

第十九条 由他人代替考试、替他人参加考试、组织作弊、累计二次作弊及其他严重作弊行为者，给予开除学籍处分；有其他违反考试纪律或者作弊行为的，除该课程考核成绩记为无效外，同时按《太阳集团2007学生考试违规处理办法》处理。

Article 19 The students having others take exams for him or her,taking exams for others, organizing cheating,cheating twice and other serious cheating will be given punishment of expulsion; The students violating other examination disciplines or cheating will be punished according to Measures for Handling Students' Examination Violations in Jiangxi Science & Technology Normal University and the score of the course will be canceled.

第二十条 寻衅滋事、打架斗殴者，给予以下处分：

Article 20 The students picking up a quarrel and fighting will be penalized with the following punishment:

（一）策划或怂恿他人打架斗殴，未造成打架斗殴后果的，对学生给予严重警告以上处分；造成打架斗殴后果者，视其情节，给予记过以上处分；

Planning or encouraging others to fight and fight without causing the consequences of the fight,the student shall be given punishment of serious warning and above;Those who cause the consequences of fighting shall be given punishment of demerit recording or above  according to the circumstances;

（二）用言词或其他方式挑起事端或激化矛盾，虽本人未动手打人，但造成他人打架后果者，给予严重警告或记过处分；动手打人但未造成伤害的，给予严重警 告直至留校察看处分；致他人轻微伤以上者，给予记过以上处分。首先动手打人者，视其情节轻重，给予记过以上处分；

The students stirring up incidents or worsening conflicts by means of words or other means and causing others to fight,although not fighting personally,will be given punishment of serious warning or demerit recording;the students fighting personally but not causing any injury will be  given punishment from serious warning to academic probation in the university; the students  causing slight body injury will be given punishment of demerit recording or above. The first student to fight will be given punishment of demerit recording or above according to the seriousness;

（三）造成结伙斗殴者或结伙斗殴为首者，给予留校察看以上处分；

The students causing or leading a group fighting will be given punishment of academic probation or above;

（四）故意为他人打架斗殴提供器械，未造成打架后果者，给予严重警告处分；造成打架后果但未造成伤害者，给予记过处分；造成伤害者，给予留校察看以上处分；

The students providing devices to others for fighting but not causing real consequence of fighting will be given punishment of serious warning;the students causing fighting but not causing injury will be given punishment of demerit recording;the students causing injury will be given punishment of academic probation or above;

（五）其他参与斗殴但未造成伤害者，给予严重警告处分；致人轻微伤者，给予记过以上处分；以劝架为名，偏袒一方，致使事态扩大，视情节轻重，给予严重警告以上处分；

The students participating in fight but not causing injury in other cases will be given punishment of serious warning;the students causing slight injury will be given punishment of demerit recording or above;the students worsening the incidence by stopping people from fighting in an unfair way will be given punishment of serious warning or above according to the seriousness;

（六）使用器械斗殴者，给予留校察看以上处分；

The students fighting with tools will be given punishment of academic probation or above in the university;

（七）故意提供伪证，妨碍调查处理工作正常进行者，给予严重警告以上处分 ；

The students providing perjury deliberately and disturbing investigation will be given punishment of serious warning or above;

（八）纠纷已平息，当事者一方或第三方再度挑起事端者，加重一级处分；

The students stirring up the fight again from a settled case will be punished with a more serious punishment;

（九）群殴事件的参与者，加重一级处分。

The students participating in group fighting will be punished with a more serious punishment.

第二十一条 以非法手段侵占公私财物者，给予以下处分：

Article 21 The students embezzling public and private properties by illegal means will be given the following punishment:

（一）盗窃财物，价值400元以下的，给予严重警告以上处分；价值在400元至2000元的，给予记过处分；价值超过2000元或实施盗窃两次以上的，给予留校察看以上处分；

The students stealing things which are worth less than RMB 400 will be given punishment of serious warning or above; The students stealing things which are worth from RMB 400 to RMB  2,000 will be given punishment of demerit recording; The students stealing things which are worth more than RMB 2,000 or stealing things for more than twice will be given punishment of academic probation or above;

（二）为作案者提供信息、工具或明知是赃物而购买、窝藏、销售、毁损、转移者，视情节轻重，给予严重警告以上处分；

The students providing information and tools or buying,hiding,selling,destroying and transferring the stolen goods when they know it clearly will be given punishment of serious warning or above;

（三）偷窃公章、机密文件、档案、试卷、答案等物品，视情节轻重，给予记过以上处分；

The students stealing official seals, confidential documents, files, examination papers, examination answers,etc. will be given punishment of demerit recording or above according to seriousness;

（四）抢夺、抢劫、敲诈勒索、哄抢公私财物者，视情节轻重，给予留校察看以上处分；

The students robbing,racketeering,blackmailing and plundering public properties will be given punishment of academic probation or above according to seriousness;

（五）非法占有拾得物，经教育拒不返还者，视情节轻重，给予严重警告以上处分；

The students taking possession of the picked up articles illegally and refusing to return even after full knowledge will be given punishment of serious warning or above according to seriousness;

（六）侵占、挪用公私财物者（例如宿舍内家具及家电等),给予警告以上直至留校察看处分；

The students embezzling and abusing public and private properties(e.g.furniture and household appliances in the dormitory)will be given punishment of warning to academic probation in the university;

（七）盗用他人账号、卡号、密码等并给他人造成损失者，给予严重警告以上处分。

The students stealing others' account number,card number,password,etc.and causing losses and damages will be given punishment of serious warning or above.

第二十二条 损坏公、私财物者，给予以下处分：

Article 22 The students damaging public and private properties will be given punishment as follows:

（一）故意损坏公、私财物，价值在100元以上者，给予警告以上处分；

The students deliberately damaging public and private properties which are worth more than RMB 100will be given punishment of warning or above;

（二）故意污损、破坏学校公用设施、花草树木者，视情节轻重，给予警告以上处分；

The students damaging and contaminating public services and plants will be given punishment of warning or above according to seriousness;

（三）故意撕毁、损坏学校有效期内布告和各种标志者，给予警告以上处分；

The students tearing and damaging posters within valid period and signs will be given punishment of warning or above;

（四）故意破坏公物，致使学校教学、工作、生活秩序受到影响者，给予记过以上处分；

The students damaging public services deliberately and impacting teaching,living and working in the campus will be given punishment of demerit recording or above;

（五）过失损坏公私财物者，视情节和后果给予通报批评或警告以上处分。

The students damaging public and private properties by accident will be given punishment of public criticism or warning or above according to seriousness.

第二十三条 侵害学校或其他个人、组织的合法权益者，给予以下处分：

Article 23 The students infringing the legal rights of the university and other organizations and persons will be given punishment as follows:

（一）弄虚作假以骗取学校奖学金、医疗费用等相关荣誉或利益者，给予严重警告以上处分；

The students practicing fraud to cheat for scholarship, medical subsidy and other relevant honors will be given punishment of serious warning or above;

（二）未经许可，私自转让、使用国家、集体、他人科技成果，或泄露未经解密的技术资料者，视情节给予记过以上处分；

The students, without approval, transferring and using the scientific and technological achievements of the country, organizations and others or disclosing confidential technological data will be given punishment of demerit recording or above according to seriousness;

（三）剽窃、抄袭他人研究成果者，给予记过以上处分；情节严重者，给予开除学籍处分；

The students plagiarizing and copying others' research achievements will be given punishment of demerit recording or above;expulsion will be given for serious case;

（四）伪造、变造、转借、冒领、转让各种票证、成绩或证明文件者，给予严重警告以上处分；

The students faking, altering, borrowing, falsely claiming and transferring certificates, grades or certification documents will be given punishment of serious warning or above;

（五）假冒、利用学校或其他个人、组织的名义，造成不良影响或损失的，给予记过以上处分；

The students abusing name of the university or other persons or organizations and causing adverse impact or losses will be given punishment of demerit recording or above;

（六）非法限制他人人身自由者，给予记过以上处分；

The students limiting personal freedom illegally will be given punishment of demerit recording or above;

（七）私拆他人信件，偷录、偷拍他人隐私，给予严重警告以上处分；加以传播并造成不良后果的，给予记过以上处分；

The students opening others' letters without authorization or recording others' privacy will be  given punishment of serious warning or above; the students distributing such information and causing adverse result will be given punishment of demerit recording or above;

（八）侵害学校或其他个人、组织的合法权益者，视情节给予警告以上处分；造成严重后果者，给予开除学籍处分。

The students infringing legal rights of the university and other persons and organization will be given punishment of warning or above according to seriousness;the students causing serious consequence will be given punishment of expulsion.

第二十四条 对有以下妨害公共安全行为者，视情节轻重，给予以下处分：

Article 24 The students committing the following public security infringing behaviors will be given punishment as following according to seriousness:

（一）故意破坏、挪动公共监控设备者，给予警告或以上处分。

The students impairing and abusing public monitoring devices will be given punishment of warning or above.

（二）非法制造、贩卖、携带匕首、三棱刀、弹簧刀或者其他管制刀具者，给予严重警告处分；造成严重后果者，给予记过以上处分；

The students illegally making, selling or bringing daggers, three-square tools, spring knives or other controlled knives will be given punishment of serious warning;the students causing serious consequences will be given punishment of demerit recording or above;

（三）违反爆炸、剧毒、易燃、放射性的等危险物品管理规定，储存、携带、贩卖或者使用危险物品者，给予记过处分；造成严重后果者，给予留校察看以上处分；

The students violating hazardous material management regulations of explosive,toxic, flammable and radioactive materials or storing,carrying,selling or using hazardous materials will be given punishment demerit recording;the students causing serious consequence will be given punishment of academic probation or above;

（四）故意破坏消防设施和消防标志者，给予记过以上处分；

The students damaging fire protection devices and signs deliberately will be given punishment of demerit recording or above.

第二十五条 扰乱学校正常的教学、生活秩序或公共秩序者，给予以下处分：

Article 25 The students disturbing normal teaching and living orders or public orders will be given punishment as follows:

（一）阻扰、拒绝学校管理人员或学生纪律检查人员依法或依学校的规定执行公务者，给予严重警告处分；情节严重的，给予记过以上处分；

The students disturbing and refusing the management officials in the university or student  discipline  checking  officials  performing  duties  according  to  laws  or  university regulations will be given punishment of serious warning;the students with serious violation will be given punishment of demerit recording or above;

（二）对酗酒屡教不改者，给予警告或者严重警告处分；酒后滋事者，给予严重警告以上处分；

The students refusing to correct intemperance with several education will be given punishment  of warning or serious warning; the students making troubles after drinking alcohol will be given punishment of serious warning or above;

（三）因学习成绩、毕业、结业、评奖评优、处分等原因寻衅滋事的，视情节给予严重警告以上处分；

The students making troubles because of score, graduation, course completing, award assessment, punishment,etc. will be given punishment of serious warning or above according to seriousness;

（四）违反国家或学校规定，影响学校教育教学秩序、生活秩序以及公共场所管理秩序的，给予严重警告以上处分；情节严重者，给予开除学籍处分；

The students violating national regulations or university regulations, affecting education and teaching order and living order of the university and public place management orders will be given punishment of serious warning or above; the students with serious violation will be given punishment of expulsion;

（五）校内驾驶和乘坐燃油摩托车者，给予严重警告以上处分，并处没收摩托车。校内违章骑摩托车造成交通事故者，视情节、后果给予记过处分并移交司法机关处理；

The students driving or riding a motorcycle on campus will be given punishment of serious  warning or above and the motorcycle will be detained. The students riding a motorcycle while violating rules and causing traffic accidents on campus will be given punishment of demerit recording according to seriousness and will be transferred to judicial office;

（六）校内驾驶电动助力车，不得超速超载，违者给予警告或以上处分；

The students riding the electrical bikes on campus shall not exceed the speed,or will be given punishment of warning or above;

（七）擅自到非正规游泳场所游泳，经批评教育拒不改正的，给予警告以上处分；

The students going swimming in irregular place and refusing to correct the mistake with several educations will be given punishment of warning or above;

（八）未经允许，在学校随意燃放烟花、爆竹者，视情节严重给予警告或以上处分。

The students playing fireworks without approval in the university will be given punishment of warning or above according to seriousness.

第二十六条 赌博或以娱乐为名变相赌博者，视其情节轻重给予以下处分：

Article 26 The students participating gambling or the gambling in cover of entertainment will be given punishment as follows according to seriousness:

（一）初次参与赌博者，给予严重警告处分；

The students participating in gambling for the first time will be given punishment of serious warning;

（二）多次参与赌博或赌资数额在300元以上者，给予留校察看以上处分；

The students participating in gambling for many times or having gambling money more than RMB 300 will be given punishment of academic probation or above;

（三）为赌博提供场所或赌具者，给予记过以上处分。

The students providing places or tools for gambling will be given punishment of demerit recording or above.

第二十七条 品行不端，严重违反社会风纪者，给予以下处分：

Article 27 The students having improper behaviors and violating social disciplines seriously will be given punishment as follows:

（一）收藏或聚众收看淫秽书刊、音像或其它淫秽物品者，给予严重警告以上处分；制作、复制、传播淫秽书刊、音像或其它淫秽物品者，给予留校察看以上处分 ；

The students collecting or gathering others to read erotic books, videos or other erotic material will be given punishment of serious warning or above;the students making, copying and distributing erotic books, videos or other erotic material will be given punishment of academic probation or above;

（二）到社会上的酒吧、舞厅、夜总会从事陪酒、陪舞活动者，给予记过以上处分；

The students going to bars, dancing halls or night clubs to serve as barmaids will be given punishment of demerit recording or above;

（三）接受或者提供色情服务者，给予留校察看以上处分；

The students receiving or providing erotic service will be given punishment of academic probation or above;

（四）骚扰、猥亵、玩弄异性或有其他流氓行为的，给予严重警告以上处分；

The students harassing or behave disrespectfully to opposite sex or having other roguery will be given punishment of serious warning or above;

（五）贩卖、持有、运输、吸食毒品者，给予留校察看以上处分；

The students selling,keeping,transporting and using drugs will be given punishment of academic probation or above;

（六）侮辱、诽谤或以其他方式严重损坏他人名誉的，给予记过以上处分；

The students insulting,defaming others or damaging others' image in other ways will be given punishment of demerit recording or above;

（七）恶意拨打特种紧急电话及学校急用值班电话者，给予警告以上处分；

The students dialing emergency phone numbers or number of emergency office of the university will be given punishment of warning or above;

（八）制造、散布谣言或故意捏造事实，作虚假陈述，混淆事实等，视情节轻重，给予严重警告以上处分；

The students making, distributing lies or faking facts, giving false statement or disturbing facts will be given punishment of serious warning or above;

（九）对组织、参与其他有损大学生形象、有损社会公德的活动，造成不良影响者，给予严重警告以上处分；

The students organizing and participating in other activities impairing social morals and image of college  students and causing bad affects will be given punishment of serious warning or above;

（十）严禁放高利贷行为，违者给予记过以上处分，情节严重者移送司法机关处理。

The students giving a high-rate loan will be given punishment of warning or above and the students with serious violation will be transferred to judicial authorities for handling.

第二十八条 违反学校学生公寓（宿舍）管理规定的，视其情节，给予以下处理或处分：

Article 28 The students violating regulations of student apartments(dormitory)will be given punishment as follows according to seriousness:

（一）在公寓（宿舍）内使用热源性电器、炉灶、蜡烛或存放其它易燃、易爆等危险物品者，除扣留该物品外，给予警告处分；使用者给予严重警告以上处分；私自移动、改装公寓（宿舍）固定设施或私自拆接电源、改装配电设施 者，给予警告处分；因违章使用导致设备损坏、造成火警或人员财产损失者，给予记过以上处分；屡犯者或引起火灾等灾难性事故者，给予留校察看以上处分；

The students storing heating-source type electrical equipment,ovens,candles or other flammable or explosive materials will be given punishment of warning and the materials will be detained;the users of above articles will be given punishment of serious warning or above; the students  moving and changing fixed devices in the apartments (dormitory) or removing or restructuring power supply or distribution devices will be given punishment of warning;the students damaging the devices and causing fire or loss of personal properties will be given punishment of demerit recording or above;the students making such violations for many times or causing fire accident will be given punishment of academic probation or above;

（二）实施影响他人学习、生活的行为且态度恶劣、屡劝不改者，给予警告以上处分；

The students having behaviors affecting others' study and living and having a bad attitude and refusing to correct mistakes will be given punishment of warning or above;

（三）未经学校批准，擅自在校外租房住宿者，给予严重警告以上处分；

The students renting house for accommodation without approval will be given punishment of serious warning or above;

（四）两次无正当理由晚间不按时回公寓（宿舍）者，给予警告处分；未经请假夜不归宿者，视情节给予严重警告以上处分；未经公寓（宿舍）管理人员批准，擅自在学生公寓（宿舍）留宿校外人员，给予严重警告以上处分；

The students failing to return to the apartment(dormitory)duly on time in the night will be given punishment of warning; the students staying outside the campus overnight without approval  will be given serious warning or above according to seriousness; the students having other  people outside the university staying overnight in apartment (dormitory)will be given punishment of serious warning or above;

（五）在异性公寓（宿舍）留宿或容留异性过夜者，给予留校察看以上处分；

The students staying in opposite sex apartments (dormitory) or accommodate opposite sex overnight will be given punishment of academic probation or above;

（六）在公寓（宿舍）豢养宠物屡教不改者，视情节轻重，给予警告以上处分 ；

The students keeping pets in the apartment(dormitory)and refusing to correct will be given punishment of warning or above;

（七）拒不服从学校寝室及床位安排，经批评教育不改或造成不良后果者，给予警告以上处分；

The students refusing to obey arrangement of beds in the dormitory and refusing to improve or causing adverse consequence will be given punishment of warning or above;

（八）向宿舍外泼水或乱扔垃圾且屡教不改者，视情节严重，给予警告或以上处分；

The students willfully spraying water or littering outside of dormitory and refusing to improve will be given punishment of warning or above according to the seriousness of the situation;

（九）肆意翻爬校园围墙者，给予警告或以上处分；

The students climbing over the walls will be given punishment of warning or above;

（十）在公共区域或火灾逃生通道放置个人物品者，给予警告或以上处分；

The students placing articles in public area or fire rescue route will be given punishment or warning or above;

（十一）有其他违反学生公寓（宿舍）管理的行为，经批评教育不改者，给予警告或者严重警告处分；

The students violating other regulations of apartment (dormitory)an refusing to improve will be given punishment of warning or serious warning.

第二十九条 利用计算机等技术手段违法违纪，给予以下处分：

Article 29 The students using computers or other technical methods to violate laws or discipline will be given punishment as follows:

（一）利用计算机网络、移动电话等手段故意发布和传播反动、违反社会公德和欺诈信息者，给予记过以上处分；

The students using computer network,mobile phones and other means to spread and distribute information against government or social moral or fraud information will be given punishment of demerit recording or above;

（二）用计算机等技术手段窃取财物、服务或有价值数据者，或者未经允许擅自使用学校或他人计算机等设备造成公私财物损失者，给予严重警告以上处分；

The students stealing properties,services or other data of value using computers or other technologies or using computers of the university or other people without approval and causing losses of public or private properties will be given punishment or serious warning or above;

（三）故意篡改、删除或破坏国家、集体或他人计算机的文件，造成数据失真、丢失或影响计算机正常运转者，给予记过以上处分；

The students changing, deleting or damaging files in computer belonging to the country, groups or other people deliberately causing loss of data or distribution of incorrect data or affecting  normal operation of computer will be given punishment of demerit recording or above.

（四）故意制造、传播和使用计算机病毒者，给予记过以上处分；

The students making, spreading and using computer virus deliberately will be given punishment of demerit recording or above;

（五）故意攻击他人计算机或网络，造成不良影响者，给予严重警告以上处分 ；

The students attacking other computers or networks and causing bad affects will be given punishment or serious warning or above;

（六）利用计算机或计算机网络技术泄露他人或集体具有隐私及保密性数据或资料者，给予记过以上处分；

The students disclosing confidential data or information of other people or group with computer or internet technology will be given punishment of demerit recording or above;

（七）未经允许任意设立网站、论坛，经批评教育拒不改正者，给予警告以上处分。

The students setting up website and BBS without approval and refusing to improve with education will be given punishment or warning and above.

第三十条 违反国家法律、法规、规章者，给予以下处分：

Article 30 The students violating national laws,rules and regulations will be given punishment as follows:

（一）受到治安警告、治安罚款或被其他行政机关处罚者，根据情节，给予严重警告以上处分；

The students punished by security warning,security fine or other penalty from other authorities will be given punishment of serious warning or above according to seriousness;

（二）被处以治安拘留者，给予记过以上处分；

The students detained for public security case will be given punishment of demerit recording or above;

（三）被司法机关判处刑罚者，给予开除学籍处分；

The student's sentenced criminal by judicial authority will be given punishment of expulsion:

（四）被司法或行政机关认定有违法行为，但不予处罚者，视情节轻重，给予警告以上处分。

The students who are found to have committed illegal acts by the judicial or administrative organs but are not punished will be given punishment of warning or above according to the seriousness.

第四章 附 则

Chapter IV Supplementary Provisions

第三十一条 本办法自颁布之日起执行，由2007so太阳集团负责解释。

Article 31 These Rules shall be implemented as of the date of release and shall be interpreted by the International Education College.
